This is the lower half of a Topeak QuickClip, for their quick release saddlebags. The existing top half hangs from your saddle; this screws up into it to keep the clip in place. Mine fell out on a ride so I made this.

To complete it, add a 20mm M5 bolt and M5 nut - the nut should fit into your existing Topeak upper.
