A good friend of mine who is a joiner by trade , described this to me and what it should do , it took me a good few hours figuring this out in F360. Its not a new idea I did'nt invent this , pretty sure there are more versions of this around.

A pencil is pushed through the hole & any flat perpendicular surface to the pencil can be offset scribed on at distances of 9,12,15,18,19,22mm .
