This is a spare part for a broken piece from a cat scratching post. It was designed for a cardboard tube with an outer diameter of 64mm and an inner diameter of 59 mm. The parts are connected to each other using an M8 or M10 nut and threaded rod. Models for both M8 and M10 sized nuts are available.
