This is a decoding tool know as a Mexican Army cipher.  There are multiple rings that slide freely.  When you put all of the rings into position you can easy change a message from numeric codes to plain text.  This is similar to a rotational cipher, but it provides 4 numbers for every letter, making it much more difficult to crack.  I made a papercraft version for an event and figured this deserves a printed copy.

Update: I tried printing with a .5mm nozzle, but that was too course.  my printer also had some bulges at the bottom (more than an elephants foot).  I will probably try scaling to 150% and try again.

I also added blank version of all the wheels, this will give the option of writing the characters or using a different method of labeling them.
