Simply print both parts in the uploaded orientation. I recommend using PETG, because you have to drive two M3 screws (ideally 8mm long, but 6mm should do as well and 10mm should just work) into the spinner. The screws are self-cutting into the material, and are self securing once in. That does not work so well with PLA.

I'd be glad to learn about your use-case. If found it to be rather generic, although it was originally made for running an amateur radio wire antenna through it.

Since I wanted to make sure that my antenna wire does not get stuck between frame and spinner, I used rather tight tolerances. If the spinner does not spin freely, either sand both parts a little, or simply reduce the spinner in high (Z-orientation) in the slicer to 95 oder 90%, to give it a bit more play.
