This adapter is made for a ¾" (19mm) wooden dowel, fitting into 22mm Stackable Filament Rack brackets. When the adapter is screwed or glued onto the dowel, it prevents the dowel from slipping out of the bracket. 

Adaptations for other size dowels can be easily made using the .scad file, or the washer can be used alone.
