I made this flag holder that holds 2 small flags at a 70 degree angle. I printed it at 50% infill to make it heavy and sturdy however if you don't want to waste infill you can just use 15% infill and it still works fine. This print does not require any supports. The flags fit nice and snug and don't fall out. It does not work with just one flag as it needs both to balance. See my other design if you want a holder that holds just one:
