Replace fencepost cap with flagpole holder.  I printed it in ASA, no supports needed.    It was a little tippy, so I drilled and screwed it to the post.  I have a skinny flagpole, so you may need to split the model into objects and scale as needed.  The holder is offset to accommodate the rails coming in from the other side.
