It's a drum key, with a knob, with a drum key.

The knob has a drum key in it as well, so you can use the key updide down for more spinning. 

Modifers are used to add extra weight to the wings to aid spinning and stability, but you can remove them if you want a lighter drum key.

The strength should be fine for tuning drums, but obviously it's not going to be as strong as a metal drum key. I would not recommend printing this in silk, or anything that has issues with layer adhesion.
