The model I made is 1.6mm thick base. .8mm of base and .8mm of the raised above the ignite drop downs then spikes. I recommend a .4mm nozzle at .2mm layer height.
If you want that ignite look you have to use 2 different colors of TPU. One for the base and spikes and one for the flat top. in the model I use white for the base then black top then white spikes.

Recommended print settings: 
3 wall loops
3 top/bottom layers (2 for bottom will also work for more squish)
15% honeycomb infill

Other recommendations: 
Use a 0.4mm nozzle to ensure the spikes are printed well. A 0.5mm nozzle will also work (as pictured)

I recommend printing the spikes in a material different from the base for even more comfort. 83A TPE for the base and 72D TPU for the spikes on the 3mm base version will provide the best grip while providing a soft feeling, similar to using foam backed grip tape
 

You may receive issues about non-manifold parts but that shouldn't be an issue with most modern slicers.
