This replacement spool insert goes with a Scotch Brand Weighted Tape Dispenser. 

It allows for free spinning of the adapter within the tape dispenser. 

Note: the main body is snug against the tape insert. It should not bind, but may require a slight amount of force to push the replacement tape roll onto the spool adapter.
